CIPP Enforcement Policy

CIPP Penalties will apply if any EPRU member schedules, scrimmages or plays any non-member of this or any other union.

CIPP Enforcement Policy

  1. EPRU Policy: It is the policy of the Eastern Pennsylvania Rugby Union that all players, coaches, referees, administrators and clubs must comply with the USA Rugby's Club and Individual Participation Program (CIPP) for ALL matches.
     
  2. Proof of Enrollment: Players must be able to produce proof of CIPP enrollment. Proof is a copy of the Team Roster as posted on the USA Rugby website.
     
  3. Game Day Procedure:
    (a) Teams should bring a copy of their current CIPP Roster with them to each match for review by the opposing team captain, if requested. See (d) below under #4 Enforcement).

    (b) Team(s) may elect to lodge a protest with the EPRU Disciplinary Committee under the procedures outlined in the Divisional Play Rules & Regulations.
     

  4. Enforcement: The EPRU Board, and by extension, its Disciplinary Committee, are responsible for enforcing the CIPP program. The EPRU Disciplinary Committee will levy sanctions on individuals and clubs that fail to comply with the CIPP program.

(a) Penalty for non-enrolled individuals: Any individual who is not enrolled with USA Rugby and who plays in any match (friendly or league) is suspended for one (1) league match or eight (8) days, whichever is longer. If there is a second offense, the individual player is suspended for the season. Any teams who do not have a minimum of 15 players enrolled by September 15th shall be suspended from play until proof of enrollment is received by the EPRU Executive Committee and all matches played will be declared forfeits. In addition, teams who do not enroll ALL their players will not be eligible for divisional play. Any club that plays a non-enrolled player will forfeit any match in which the non-enrolled player participated.

(b) Penalty for non-enrolled clubs: Any club not enrolled by September 15th shall be suspended from play until proof of enrollment is received by the EPRU Executive Committee and all matches played will be declared forfeits.

(c) Eligibility: Players registered in a previous year's CIPP are not eligible to play until they have registered in the current year's CIPP (i.e. registration in one year's program does not constitute eligibility to play in the next year).

(d) Roster Checks: Roster checks must be completed by each team prior to kickoff. If roster checks are not completed, both teams lose the right to protest the match regarding un-CIPP'd players.

  • If any team refuses to participate in roster checks, the match will be considered to be played under protest and may be subject to review. If any game is played under this type of protest, both teams forfeit the right to protest an ineligible player on the field.
  • If any EPRU team refuses, they will be penalized, up to and including, forfeit of the game.
  • A roster check includes verifying name against photo ID and club roster, including USA Rugby CIPP number.
