DUTIES OF ALL-STAR OFFICIALS

COACH

  1. Attain & maintain a minimum Level II USA Coaching Certification. Attend higher level certification and other coaching seminars to maximize coaching skills. Must be CIPP enrolled.
  2. Member of Selection Committee.
  3. Attend and conduct all practices.
  4. Conduct all trials and attends all matches.
  5. Develop selection guidelines.
  6. Develop training program.
  7. Develop testing guidelines.
  8. Build a player pool ranking system to identify current or potential All-Star candidates, with the assistance of the Selectors and the Assistant Coach.
  9. Choose Selectors from a representative cross section of clubs.
  10. Convene the Selectors as required.
  11. Stay in close working contact with the other All-Star coaches.

ASSISTANT COACH

  1. Attain and maintain a minimum Level I USA Coaching Certification. Attend higher level certification and other coaching seminars to maximize coaching skills. Must be CIPP enrolled.
  2. Member of Selection Committee.
  3. Assist Coach in numbers 3 to 11 above.

SELECTORS

  1. Must have knowledge of what each position requires.
  2. Must have knowledge of particular players' past history,
    i.e. attendance at past practices and matches, teams vs. individual effort.
  3. Attend all trials, practices and matches.
  4. Responsible to contact players regarding selections.
  5. Will be available to help the coaches with their duties, if requested.
  6. Assist in the construction of a player pool ranking system to identify current or potential All-Star candidates.
  7. Attend as many local club/college matches as possible to identify the progress of All-Star players and hopefuls.
  8. All Selectors must be CIPP enrolled.

MANAGER

  1. Notify players of trials and practices.
  2. Attend trials and practices to obtain players' contracts and take attendance.
  3. Secure a pitch for trials, practices and home matches.
  4. Contact the club whose field will be used for the match, in writing, confirm that it is a proper-sized pitch, properly marked with correct goal posts and spectator barriers. In general, work closely and follow up with the club hosting All-Star activities.
  5. Notify, in writing, the Referees Society of the home matches so that referees can be assigned.
  6. Contact other Union managers, in writing, for confirmation of matches, site, date, time, maps, medical coverage, etc.
  7. Arrange transportation, if necessary, for away matches. Collect fees for bus/vans.
  8. Distribute maps/directions to players for away matches.
  9. File match reports (line up, scoring, venue, referee, etc.) for all All-Star matches with Union Secretary.
  10. Responsible for Union Kit (storage, cleaning and repair).
  11. Keep and update an inventory list of all jerseys, shorts, socks, balls, etc. (any Union-owned equipment).
  12. Keep and maintain a medical kit.
  13. Work with Union Medical Chairperson to assure proper medical coverage at home matches.
  14. Assume overall responsibility of the side while on tour.
  15. Coordinate and assist Managers of the College Men's and Women's programs as requested.

HOST CLUB OF AN ALL-STAR EVENT

  1. Responsible for all aspects of the field and surrounding area, obtaining party site, obtaining medical personnel to be at the pitch with assistance of Union Medical Chairperson.
  2. Must provide All-Star Manager with maps to pitch, location of showers and party site at least one month in advance.
  3. Communicate with All-Star Manager on all pre- and post-match activities/arrangements

ALL-STAR ELIGIBILITY POLICY

    The Mid-Atlantic RFU has adopted eligibility standards for participating in their All-Star programs. EPRU conforms to these standards.

    "A player must first play for their Local Area Union All-Star program in order to be eligible for selection to the Mid-Atlantic RFU’s All-Star programs."

ALL-STAR PLAYER ELIGIBILITY

  1. Each player must be in good standing with their Club and Local Area Union.
  2. Each player must be enrolled in the current year’s Club and Individual Participation Program (CIPP).
  3. Each player must possess medical insurance coverage of $100,000 or more.
  4. Each player must be a bona fide member of a club in good standing in their Local Area Union

EPRU REIMBURSEMENT FOR ALL-STAR TRAVEL

2000 collegiate tim loseyThe EPRU procedure for reimbursement is as follows:

  1. The player submits an airline or train itinerary/receipt to the EPRU (P.O. Box 393, Exton, PA 19341) within 30 days of the incurred expense. No reimbursement will be made after this period. Name, address, telephone and email address of the player should be included. If the check should be payable to someone other than the player (for example, a parent or coach), please include that information.
  2. The EPRU will issue a check for 1/3 of the travel expense up to a maximum amount of $100. Service fees for airline tickets and baggage charges are not reimbursable.

    Travel Expense is defined as airfare, train passage or auto mileage and tolls only. Auto mileage will be reimbursed at $0.25 per mile. For auto mileage, include a “Mapquest” or other documentation for miles to and from the event.
*Note* Players who request reimbursement for travel as a result of their being selected for the Mid-Atlantic RFU or a USA team, must have played for the Eastern Pennsylvania RU All-Star team if that team has played matches within the previous eight months. This policy excludes players whose travel is paid. Reimbursement does NOT apply to player development or training camps or for USA National Teams on "non-capped" tours.

REIMBURSEMENT FROM MARFU/EPRU

Reimbursement from MARFU for players who are selected in a match or tour for a national team where players are eligible to receive "caps," will be funded at a rate of $75 per player per event if matched by the player’s Local Area Union. As of May 2001, the EPRU will provide $150 per player per capped event. This applies to men, women, Under-19 teams, Collegiate All-Americans or other national teams, excluding those players whose travel is paid. Currently this affects only the Men's 15-a-side Eagles. Reimbursement does not apply to training camps.
